The Ministry of construction has drafted a bill, which involves the removal of the management companies from collecting funds for utility services due to the large volume of accumulated debt. It is expected that the funds will come from taxpayers directly to the resource supplying organizations.

The Ministry of construction and housing has developed a bill on the direct payment of resource supply organizations. In addition, at the same time introduced a standard unified payment document.

As told the newspaper «Izvestia», the press service of the Ministry of construction, the document approved by the relevant departments. While there expressed the hope that the state Duma would support the proposal and will consider the bill in the autumn session.

According to Rosstata, the debts for utility services in the first half of this year grew by 20% yoy and reached 1.2 trillion rubles. The Ministry of construction noted that a significant part of the payments delayed through the fault of the management companies.

«The overall debt situation remains tense, only the amount of debt accumulated management companies, is about 250 billion rubles. This means that the management companies collected from consumers, but it is not listed the supplier and the companies», — said the Ministry of construction.
