The exchange of Russian pilot Konstantin Yaroshenko on American citizens from Russia are really put forward, said Russian Deputy foreign Minister Sergei Ryabkov. However, he noted that negotiations on this issue, if they are, should be held confidential.
While Ryabkov expressed surprise that the proposal to the Americans on the exchange through the mechanism of the Council of Europe Convention of 1983 is perceived as a sensation. According to this Convention, prisoners are transferred the country to the nationality to which they belong. Russia has offered the United States a similar pattern for the surrender of its citizens in detention in Russia.
Questions concerning the transfer of people should be resolved behind closed doors, said the representative of the Russian foreign Ministry, because it depends on their destiny.
Recall, the Russian pilot Konstantin Yaroshenko was convicted in 2010 of conspiracy, whose goal ostensibly was to be smuggling drugs. He is now in a U.S. prison. An American court sentenced him to 20 years in prison.
